Whilst I feel for the parents, it seems like they want to ignore responsibility of being a parent, ie: making sure your home is safe for your children, especially young ones.

Anything can be dangerous, from stairs, to draws, to trip hazards, plug sockets, sharp corners on tables, unlocked windows/doors. The list goes on.

When will people step up and play the responsible adult, not just in these situations, but in life in general.
